From 1902, the building housed a museum of Ukrainian antiquities – one of the first and most famous in Ukraine. In 1980, the building was repurposed as the Chernihiv Regional Library for Youth. After the Russian shelling, the building was heavily damaged, but due to its status as an architectural monument, a decision was made to restore it. Thanks to funding from the World Monuments Fund (WMF), builders carried out extensive work to strengthen and rebuild the damaged load-bearing walls. Its façade is faced with ceramic tiles and richly decorated with architectural elements evoking the Renaissance. The restoration of the building after a Russian missile strike has become a unique example of careful treatment of architectural monuments. During the ongoing reconstruction, traditional methods of producing ceramic tiles and decorative elements have been employed for the first time since the 1950s to recreate the lost ornamentation. The reconstruction began in June 2023 with the financial support of the plant and the city budget. Specialists rebuilt two completely destroyed entrances, recreating the authentic decorative tiles and distinctive façade ornamentation. By spring 2024, the builders had completed major structural works, installed new utilities, repaired the flats, and equipped a modern shelter in the courtyard.",

The building’s main architectural feature is its enfilade layout and vast halls, which proved ideal for art galleries. It also benefits from excellent acoustics and natural lighting. The architects incorporated tall arched windows, an ornate façade, and a large, self-contained basement level used as a secure vault. In the 1920s, the building housed a Jewish colonisation society; in the 1930s, it served as a district polyclinic. From 1960 onwards, it was used as a museum. This made the dome unusually light and gave the church interior exceptionally resonant acoustics. From 2022 onwards, the historic windows were repeatedly blown out by nearby strikes and blast waves. The building was a classic example of early Constructivism. Its appearance was defined by asymmetrical geometric volumes, a flat roof, and extensive panoramic glazing that maximised natural light in the foyers and halls. In 2022, shells penetrated the roof and detonated inside the main auditorium. The building was completely gutted by fire: the roof collapsed into the interior, destroying the library, technical equipment, rehearsal spaces, and the unique depot archives. The Palace of Culture was officially declared completely destroyed and beyond repair.",

The building was a recognised architectural monument dating from the early 20th century. Its design combined elements of Classicism and early Constructivism. Its façade featured strict geometry, an asymmetrical arrangement of volumes, and large window openings. Explosions inside the building during the assault on the city triggered a major fire.
